Enforcement of zoning regulations can be an arduous task. Dealing with agitated property owners who say "it's MY property and NOBODY can tell me what I can do with it!" invariably can cause unneeded stress in your work day.

AUDIT: The first step in the process is auditing your jurisdiction's enforcement program. The audit involves a file review of a full calendar year (or more) of enforcement actions. This review involves:

1. Types of cases
2. Intake method
3. Method of investigation - and personnel involved in the investigation
4. Method of initial contact (in person, telephone, or letter)
5. 30-60-90 day compliance rates
6. In person examination of enforcement staff and property owners to ascertain valence of the existing enforcement program.
7. Review of judicial files
8. Interviews with senior management and elected officials

This audit typically takes anywhere from 1-2 weeks for data collection. The results of the audit - in written form - typically takes a week to complete and includes the following:

1. Introduction to the jurisdiction's program
2. Issues the jurisdiction perceives with the existing program
3. Statistical analysis (types of violations; compliance rates; etc.)
4. Impression analysis (staff vs. property owner)

After completion of the report, it will be presented to staff and (if requested) the elected officials.
